What's specific to Ontario and Toronto?

Local rules

Ontario adds 13 percent HST on top of every quote, Toronto requires a pool fence enclosure permit before anyone digs, and the freeze-thaw cycle decides what survives the winter. Those three are what a national price guide leaves out.

  • A renovation that changes the enclosure can pull you back into the permit process. City of Toronto Municipal Code Chapter 447 requires a pool fence enclosure permit, the fee is $198.59 per application under Chapter 441, and Toronto requires an approved Zoning Certificate first. Confirm with the City before you remove an existing fence as part of a deck rebuild.
  • Ontario's freeze and thaw cycles are the reason most GTA pool decks need work at all. 905 Reno frames its 2026 guide around pre-summer deck renovation and notes most refresh projects need 5 to 10 days on site, which is why spring booking fills early.
  • Porcelain pavers are 905 Reno's stated dominant 2026 premium choice in the GTA because they are frost-proof and scratch-resistant, which matters more here than in milder climates.
  • Ontario HST is 13 percent. None of the Ontario renovation sources we checked state whether their quoted ranges include it, so confirm before comparing.
  • Renovation season in the GTA is tied to the pool season. Categories on this site list pool renovation as an April to October trade, so a liner or deck job booked in mid-summer will often be scheduled for the following spring.

How can I pay less?

Levers

The biggest saving is almost always timing and bundling rather than choosing a cheaper material. Each lever below is tied to a published figure from the table, so you can see what it is actually worth before deciding it is worth doing.

  • Renovate rather than replace where the shell is sound. Swimpool 360 puts a comprehensive renovation at $15,000 to $30,000 against $50,000 to $100,000 and up for a full replacement.
  • Bundle liner, coping and deck into one visit. 905 Reno specifically flags that a new deck installed over tired coping creates a $4,000 problem you will pay for later.
  • Keep the deck footprint. A same-footprint refresh and reseal at $3,500 to $6,800 avoids the base prep that pushes a new deck to $19,000 to $32,000 (905 Reno).
  • Swap to a variable-speed pump during the renovation while the equipment pad is already open. Swimpool 360 puts the saving at $600 to $1,200 a year with payback in 2 to 3 seasons.
  • Ask for a standard 20 mil liner unless you have a reason not to. Hipel Pools states premium liners cost 15 to 30 percent more.
  • Book in the shoulder of the season. Renovation crews in the GTA work an April to October window, so a job quoted in October for spring start avoids competing with peak demand.

  • Liner replacement quotes vary more than you would expect for a standard job. Swimpool 360 quotes $3,500 to $7,000 on its renovation page but $2,500 to $5,000 on its liner repair page, Nebo's Pools advertises from $4,500 and states $3,000 to $7,000 in its FAQ, and Hipel Pools in Kitchener quotes $4,500 to $8,000 rising to $6,500 to $10,000 and up for larger or custom shapes. Across those Ontario sources the honest range is roughly $2,500 to $10,000.
  • Deck work is usually the biggest single line in a pool renovation, not the pool itself. 905 Reno prices a 600 to 900 sq ft deck at $3,500 to $6,800 for a refresh and reseal, $9,000 to $15,500 for a stamped concrete re-pour, $14,500 to $22,000 for travertine pavers over an existing base, and $19,000 to $32,000 for a new porcelain deck with base prep.
  • Coping and deck are best done together. 905 Reno warns that installing a new porcelain deck against tired limestone coping leaves you with a '$4,000 problem' later, and prices coping replacement alone at $2,800 to $6,500 for a typical 80 ft perimeter.
  • Equipment upgrades can partly pay for themselves. Swimpool 360 states variable-speed pumps save $600 to $1,200 annually on electricity and pay for themselves within 2 to 3 seasons. GBI Pools reports Ontario owners save $300 to $500 per year on hydro after the same swap.
  • Resurfacing intervals differ by shell. Easy Pools says concrete pools need resurfacing every 10 to 20 years at $6,000 to $18,000 and fibreglass gelcoat refinishing every 15 to 20 years at $3,000 to $8,000, while Hipel Pools puts vinyl liner life at 8 to 12 years.

What do these trade terms mean?

Definitions

These are the words a quote for pool renovation will use without explaining them. Each one below is defined as this page uses it, so a line on an estimate can be read for what it is rather than guessed at.

Coping
The capping course of stone, concrete or porcelain that finishes the top edge of the pool wall where it meets the deck. Replacing it is a separate job from replacing the deck around it.
Vinyl liner
A custom-cut waterproof membrane held against a steel or polymer wall panel system by the water behind it. It is the surface, not the structure, and it is a wear part with a life measured in years rather than decades.
Gelcoat
The pigmented resin surface layer moulded onto the face of a fibreglass shell. It is what fades and chalks with age, and refinishing it is the fibreglass equivalent of replastering a concrete pool.
Salt chlorinator
A cell that makes chlorine from dissolved salt as water passes through it. The pool is still chlorinated; the difference is that the chlorine is generated on site instead of bought in a bucket, and the cell itself is a wear part.
Pool enclosure
In Ontario law, the barrier that stops a child reaching the water: the fence, its gates and their latches. Toronto issues a pool fence enclosure permit for it, and the pool cannot be filled until an inspection confirms it complies.
Resurfacing
Renewing the interior finish of a pool without touching the structure behind it: replastering a concrete shell, refinishing a fibreglass gelcoat, or replacing a vinyl liner. It is the reason a renovation quote and a rebuild quote can describe the same pool and differ by an order of magnitude.

Do I need a permit to renovate a pool in Toronto?
