What's specific to Ontario and Toronto?

Local rules

Ontario adds 13 percent HST on top of every quote, Toronto requires a pool fence enclosure permit before anyone digs, and the freeze-thaw cycle decides what survives the winter. Those three are what a national price guide leaves out.

  • Gas heater work in Ontario is regulated. Apex Electric Mechanical, a Toronto and GTA contractor, lists a TSSA inspection fee of $50 to $200 and an ESA inspection at $100 to $300 for heater work, so a gas repair can carry an inspection cost on top of parts and labour.
  • Ontario HST is 13 percent. The two GTA companies that publish real price lists, PF Pools and Bremner Pool and Spa, both quote plus HST, so a $572 leak dive call comes to about $646 with tax.
  • Winter damage drives spring repair demand across the GTA. Project Landscaping puts the cost of damage from improper winterisation at $2,000 to $10,000 and up, well above the $200 to $450 a professional closing costs.
  • Freeze and thaw is also what breaks decks and buried plumbing around Toronto pools, which is why Bremner Pool and Spa prices deck-access leak repairs separately at $998 plus HST for patio stone and $1,260 plus HST for concrete or interlock.
  • If a repair involves removing or replacing the pool fence, City of Toronto Municipal Code Chapter 447 applies. The City states you cannot fill a pool with water or permit water to remain in it until an inspection confirms a compliant permanent enclosure.

What do these trade terms mean?

Definitions

These are the words a quote for pool repair will use without explaining them. Each one below is defined as this page uses it, so a line on an estimate can be read for what it is rather than guessed at.

Vinyl liner
A custom-cut waterproof membrane held against a steel or polymer wall panel system by the water behind it. It is the surface, not the structure, and it is a wear part with a life measured in years rather than decades.
Winterisation
Draining the lines below the frost line, plugging the returns, adding antifreeze where specified and covering the equipment so nothing freezes solid over an Ontario winter. It is the step whose omission causes the largest repair bills on this page.
Salt chlorinator
A cell that makes chlorine from dissolved salt as water passes through it. The pool is still chlorinated; the difference is that the chlorine is generated on site instead of bought in a bucket, and the cell itself is a wear part.
ESA notification
The filing with Ontario's Electrical Safety Authority that any pool or heater electrical work requires. It is separate from a municipal building permit and separate again from the TSSA registration gas work needs.
TSSA registration
The Technical Standards and Safety Authority is the Ontario regulator for fuel-burning equipment, so a gas pool heater is installed and inspected under its rules rather than the electrical ones. Its inspection is a separate fee from both the municipal permit and the ESA notification, and this page prices all three.
Skimmer
The opening set into the pool wall at the waterline through which surface water and debris are drawn into the filtration circuit. It is a common leak point on a vinyl pool because it is where a rigid fitting meets a flexible liner.
