How far ahead do I need to book?

Further than most people expect. Pool season in this region is short, the good crews fill their build calendar over the winter, and a permit adds weeks before anyone digs. If you want to swim next summer, the useful time to be collecting quotes is the autumn or winter before, not the spring. Asking in June is not hopeless, but you are competing for whatever slots are left.

Do I need a permit and a fence?

In most GTA municipalities yes to both, and the fence rules are stricter than people assume: enclosure and gate requirements are set by by-law and are inspected. A pool company that builds locally will know the rules where you live and will usually pull the permit as part of the job, but confirm whether that is included in the price you are quoted or billed on top.
